  Fire Protection System Design Create construction- and bid-set-drawings of fire alarm and fire suppression systems as part of design-build team for military and private clients.  Designs include wet-, dry-, preaction, and foam-automatic-sprinkler systems, as well as spot- and projected-beam smoke detection and inert gas suppression systems for R-1, F-1, S-1, H-2, H-3 and I occupancies.  Clients include C-17 Beddown at Travis AFB, MCB Le Jeune, and Pendleton, MAS Miramar, Ft. Irwin, Port Huenemie, NAS Ft. Worth, Edwards AFB,  and NWS China Lake.  Private sector clients include Hyatt, Ferguson Plumbing, Courtauld Paints, CB Ellis, Lazy-Boy.   Plan Specification and Review Create specifications, RFP’s, RFQ’s and  review subcontractor submittals on R-1, R-3, S-1, H-2, H-3, H-8, H-7, I, and A  occupancies for conformance to building codes and national standards of good engineering practice.  Review contractor fire alarm and sprinkler plans for installation in NAVY, Air Force and Marine Corp Base properties. 
  Chemical Plant Fire Protection Evaluate P&ID’s to create bid-set specs per Factory Mutual Highly-Protected-Risk (HPR) loss-prevention standards.  Design elements include: equipment location/separation,  MFL walls, underground water supply, fire pumps; fire detection, suppression and alarm systems; pipe racks, spill containment/drainage, flow control valves; explosion-rated electrical equipment; explosion venting, hurricane winds, flooding, and red tag systems.
  Forensic Fire Analysis Evaluate and report on cause-and-origin, fire progression, business interruption, property damage and life safety for local individuals filing claims against insurance companies.  Assist local fire departments in fire cause and origin. 
  Hazardous Chemical Management Evaluate site inventories and processes for chemical incompatibility, unsafe practices, and maximum foreseeable loss.  Tank and piping system integrity testing for hazardous chemical storage and use.  Design systems for the detection, containment, control and reduction of future emergencies. Risk evaluation considers:  storage life; containment-vessel; chemical corrosivity, leak detection; ventilation; release fallout, and local area emergency-response-plans.
  Fire Protection System Comissioning Participate  in  the  design  and   acceptance  testing  of  highly  toxic  gas detection systems, liquid chemical processes and fire  protection systems components at silicon wafer manufacturing plants.  Participate in commissioning of the smoke control and fire alarm testing at the Venetian Casino and Resort, Las Vegas and Hyatt Manchester, San Diego.  Component testing includes sprinklers, toxic gas detection, corrosive/acidic liquid containment, fire-rated barrier construction, water, foam and inert gas suppression systems, fire alarm detection and notification systems, smoke exhaust fans and fire notification systems.
  Fire Protection Risk Analysis Survey, classify  and rank structures, sites and processes for loss potential. Ranking of risk and maximum foreseeable loss optimized to corporate goals (business interruption reduction, corporate image stability, lowest capitalization costs, personnel safety, risk reduction to top 10% of valued property)

Sole  proprietor   and  engineer-of-record  for  Code RED, a fire protection engineering company engaged in  fire, hazardous chemicals and life safety engineering.  FPE-of-record for 200 million dollar 34-story tower (passive smoke control) and 4 story 40,000 s.f. convention center (passive smoke control). Repeated similar designs for UC--Irvine and Embassy Suites, Garden Grove, CA.  Use Computation Fluid Dynamics to develop alternate methods and materials performance-based solution for smoke control, combustible wall finish, sprinkler design. Develop passive system for ventilation of hydrogen gas generated by lead-acid battery backup systems for Duke Power electrical generating plant— San Diego. Create specifications and RFP’s for C-17 Beddown at AFB Travis, VOQ and BEQs at MCB Pendleton, LeJeune and AFB Travis, engine training facilities at Naval Base Ventura.  Plan review for undercoat and paint facilities at Ft. Irwin, and BEQ at Ft. Irwin.  Working relationship with civilian NAVY FPE’s. Design wet-, dry-, foam-sprinkler systems,  fire alarm system, ‘clean-agent’ systems. Take in- situ measurements of hazardous materials.  Design passive and performance-based ventilation systems for parking garages, convention centers, atria, and H-2/3/6/8 environments.  Inspection and testing of fire protection systems for certificate of Occupancy.  Helped commission the fire sprinkler, alarm and smoke control systems at the Venetian Casino and Resorts--Las Vegas, NV.  Designed and performed live-gas testing procedures for highly-toxic gas detection systems at Matsushitsa semiconductor manufacturing plant, Puyallup, WA; inventoried and classified 2,500 chemicals at inventor’s laboratory in Los Angeles.

Co-owner, engineer-of-record and  responsible  managing employee for fire protection contracting company that designs, installs, tests and maintains fire protection sprinkler, alarm and special suppression systems in the state of Texas.  Design sprinkler systems for high-piled storage warehouses, basis-of-design for civic center El Paso, review fire protection engineering plans for New Mexico jails, hospitals, White Sands Test Facility, and for and University of Texas—BioEngineering Laboratory Buildings.

  1998 – present Sole proprietor of Code RED, professional engineering design firm specializing in fire, hazardous materials and life safety. Designed the first passive smoke control system for a west coast- high-rise (35 story) under 1997 Building Codes. Passive smoke control of attached convention center.
  1995 – 1998 Performed similar fire protection engineering and Code consulting functions for a small, third-party family-owned engineering company.

Member of San Diego Board of Appeals and Advisors. Testify before San Diego mayor and city council on effectiveness of home sprinklers and exterior-structure fire- rating against Southern California wildland-urban interface fires.

NIST/Building and Fire Research Laboratory, Washington, DC. Development of National Standards and Codes on fire safety; develop mathematical models (FPEtool) simulating smoke movement and fire development; forensic investigation of large life-loss fires and life safety analysis. Left Federal service in 1995.

  1988 – 1994 Volunteer firefighter for Prince Georges County, MD. Satisfied complete NFPA 1000 training requirements during year 1993 (Haz-Mat, Truck, Engine, Search-and-Rescue, Fire Foam Operations, Officer Duties). Responded to most calls for a non-live in firefighter two consecutive years.

Worked while completing undergraduate studies; received a B.S. with honors
In Chemical Engineering from Oregon State University, research and teaching assistantships in graduate school: 1988 M.S. Fire Protection Engineering, from Worcester Polytechnic Institute; and 1990, 26 hours in graduate Mechanical Engineering studies at University of Maryland. Conducted experiments on medium-scale fire behavior in tight enclosure fires.

One year as apprentice carpenter, one year as apprentice plumber, literate in Spanish and Swedish, conversant in German.
